Transformasi Pengadaan Publik Dalam Kerangka Kerja Analisis Pasar Proaktif untuk Mematahkan Mitos Kelangkaan Penyedia

Paradoks kelangkaan penyedia dalam pengadaan publik seringkali merupakan simptom dari paradigma analisis pasar yang pasif, bukan cerminan realitas objektif, yang berujung pada kompetisi suboptimal. Tinjauan literatur ini mendekonstruksi mitos "pasar terbatas" dengan mengusulkan kerangka kerja analisis tiga lapis yang sistematis untuk mentransformasi data menjadi bukti empiris. Kerangka kerja ini mengintegrasikan (1) ekstraksi intelijen pasar strategis dari ekosistem digital pemerintah, (2) pelaksanaan intervensi pasar aktif melalui keterlibatan asosiasi dan jajak pasar, serta (3) aktivasi kapasitas laten dari jaringan subkontrak dan sektor informal. Temuan utamanya adalah bahwa penerapan metodologi diagnostik ini secara konsisten mengungkap ekosistem penyedia yang jauh lebih kaya dan dinamis. Konsekuensinya, diperlukan evolusi peran fungsional praktisi pengadaan dari eksekutor prosedural menjadi arsitek pasar (market architect) yang secara proaktif mendiagnosis, mengintervensi, dan membina pasar. Transformasi ini disimpulkan sebagai fondasi esensial untuk merumuskan strategi pengadaan yang adaptif dan dapat dipertanggungjawabkan, sehingga secara signifikan meningkatkan partisipasi, kompetisi, dan pencapaian value for money dalam belanja publik.
